Computer Technology increases the number of fleet missions that can be active at the same time. It is a key logistics technology because it controls how many transports, attacks, espionage flights and other missions you can run in parallel.
Exact fleet-slot formula
The current mechanic uses max(1, 1 + Computer Technology level + Admiral bonus + Commander bonus).
Example: Computer Technology 8, Admiral +1 slot and Commander +2 slots give 1 + 8 + 1 + 2 = 12 fleet slots.
What occupies a slot?
An active mission keeps its slot until it is fully completed. Returning and recalled fleets still count until the mission has ended.
What about expeditions?
An expedition uses both a normal fleet slot and a separate expedition slot. Computer Technology expands the fleet side; expedition capacity has its own technology and bonuses.
