Economy supports every playstyle in Inter-War. Fleet, research, colonization and infrastructure all compete for the same basic resources, so good economic management is more than upgrading mines. The key is to identify current bottlenecks, maintain energy and move resources toward the next important objective.
Metal, crystal and deuterium
Metal carries much of the cost of infrastructure and large construction projects. Crystal is especially important for technology and more advanced development. Deuterium is both a construction resource and the fuel of active fleet play.
Do not judge the economy by the total value stored across all resources. A project can still be blocked by one missing resource.
Energy is part of production
Mine level alone does not describe real output. Production needs sufficient energy. Expensive mine upgrades provide less value if the energy system cannot support them.
How should mine priorities be chosen?
Use your next objectives. If research constantly waits for crystal, crystal is the current limitation. If fleet activity repeatedly runs out of fuel, deuterium deserves more attention. If construction consumes metal faster than anything else, metal production may have the best short-term value.
Storage
Production only helps when resources can be stored and spent. If storage limits are reached frequently, increase capacity before lost collection time becomes routine.
Economy and research
Research can require very different resource ratios from buildings. Prepare expensive technologies in advance by adjusting production and collecting resources from several worlds.
Economy and fleet
Ships continue to cost resources after construction because flights consume deuterium and losses require rebuilding. Fleet growth that outruns the economy eventually creates fuel and recovery problems.
Economy and colonization
A new world starts as an investment. The Colony Ship has a cost and the colony then needs mines, energy and storage. Mature planets can accelerate this phase through transport.
The colony becomes especially valuable when it begins to finance its own development and later produces surpluses for other projects.
Managing resources across several planets
Resources do not need to remain evenly distributed. Put them where they will be used. Metal can move to a production center, crystal to a research world and deuterium to a fleet base.
Regular transport turns several local economies into one empire-wide economy.
Economic specialization
Different worlds can have different priorities. A cold planet may become more important for deuterium, a large planet can support extensive infrastructure and a well-positioned world can become a logistics center.
How do you identify a bottleneck?
Ask what repeatedly delays the next objective. A missing resource, insufficient energy, storage or poor logistics can each be the real limitation. Fixing the true bottleneck is usually more efficient than upgrading everything evenly.

If research and advanced projects repeatedly wait for crystal, another metal mine level may not solve the real problem. Increase crystal production on several worlds, move metal surpluses toward projects that actually need them and create a regular crystal route to the research location.
