Fleet play in Inter-War is much broader than combat. Ships connect logistics, colony development, espionage, expeditions and military operations. A well-managed fleet helps the whole empire use resources more efficiently, react to the galaxy and unlock new strategic options. Every flight, however, consumes deuterium, uses operational capacity and returns at a specific time, so fleet growth should always be supported by the economy.
Where should fleet development begin?
Start with the economic base. A large ship count is not useful if the account cannot afford regular flights. Mines, energy, colonies and deuterium production are therefore part of fleet strategy. A strong economy also makes losses easier to recover from.
Research is the second foundation. Instead of unlocking technologies without a plan, choose the capability you need: transport, colonization, expeditions, scouting or active military play. Then prepare the relevant requirements.
How do you send a fleet?
Select the ships, enter the destination and target type, set speed and choose an available mission. Load resources when the objective requires transport. Before confirming, check travel time, deuterium cost and the expected return time.
The useful question is not only whether a flight is possible, but whether it is efficient. A slower mission can fit your schedule better, while a long-distance flight may consume enough fuel to change the economics of the task.
Fleet and expedition slots
Every active mission occupies operational capacity. On a small account this is rarely restrictive, but after several colonies are established, routine transport starts competing with espionage, expeditions and other missions.
That is why fleet management is not just about ship numbers. You also need enough room to perform several useful tasks at the same time.
Deuterium is the fuel of active fleet play
Deuterium becomes increasingly important as mission frequency and distance grow. If fuel repeatedly becomes the bottleneck, improve production, move reserves from other worlds or create a dedicated operational stockpile.
Sometimes the best investment for a fleet is not another ship but stronger deuterium production or a better economic base.
Transport and multi-planet logistics
Once the first colony is established, resources are spread across several worlds. Transport ships allow the empire to behave like one economy. Crystal can be collected for research, metal moved to shipyards and deuterium concentrated where the fleet launches most often.
The larger the empire becomes, the more important regular logistical routes are.
Espionage and target evaluation
Information reduces unnecessary risk. Espionage reports help evaluate a target before valuable ships are committed. As fleet value increases, the cost of a poor decision rises as well.
Think of espionage as part of the decision process: gather information, evaluate risk and only then choose the mission.
Expeditions
Expeditions provide fleet activity outside direct PvP. They have their own risks and possible rewards, but they still require slots, time and fuel.
If expeditions are a major part of your playstyle, reserve operational capacity for them instead of using them only when a spare slot happens to exist.
Colonization as a fleet mission
A Colony Ship requires Shipyard level 4 and Impulse Drive level 3. It costs 10,000 metal, 20,000 crystal and 10,000 deuterium and is consumed after successful colonization. A new colony later adds production that can finance more ships and missions.

Combat and risk
Military activity should consider both potential return and potential loss. As a larger share of account value is stored in ships, scouting, return timing, fuel and economic recovery become more important.
A fleet account should still be able to rebuild. If every resource is immediately converted into ships, the account can lose momentum after a serious setback.
Fleet safety
Safety starts with planning. Know when your ships will return, where resources will be located and whether you will be able to manage the account at that time.
The key principle is to reduce unnecessary exposure. A powerful fleet can still be badly managed if return timing is ignored.
How do you grow the fleet without damaging the economy?
A practical model is to develop in waves. After a major shipbuilding phase, invest again in mines, energy, research and colonies. Return to fleet expansion once the economic base is ready for higher operating costs.
This keeps the account operational instead of merely increasing the visible ship count.

Suppose you need to move a large amount of crystal to a research world while also planning an expedition. If the transport would occupy the final available fleet slot, you may delay another useful action. Check whether the transport must launch immediately or whether waiting for an existing mission to return creates a better overall schedule. Small choices like this are what turn a collection of ships into an efficiently managed fleet.
